Abstract

The Indonesia–China High-Speed Railway (KCIC) is a modern mass transportation system connecting Jakarta and Bandung, expected to improve connectivity and economic growth. However, the KCIC faces challenges in the form of frequent kite flying by the community, particularly children and teenagers, around the railway tracks. This activity carries the risk of causing operational disruptions and accidents, primarily because kite string can conduct electricity and disrupt the train's electrical system. To address this issue, the KCIC implemented an outreach program in collaboration with local governments and village officials to raise public awareness about the dangers of kite flying near high-speed railway tracks. The program consisted of three stages: preparation, core implementation, and evaluation. The outreach program successfully increased public knowledge, reduced kite flying near the tracks, and built a collective commitment to maintaining safety. Positive outcomes include a reduction in KCIC operational disruptions, increased community participation in maintaining safety, and the creation of a safer environment around the railway tracks. This program benefits both the community and the KCIC operator, including a reduction in the risk of accidents and operational disruptions, as well as improved positive social relations. This program also has a long-term impact, creating a culture of safety, and strengthening collaboration between KCIC and the community.
