Procurement of Development of Coal Handling Facility (CHF), Rail Loop, and TLS 6 (T4) and TLS 7 (T5) (SPPH 3297)

The increase in national coal distribution capacity has driven the need for the development of efficient and integrated logistics infrastructure. One of the strategic projects carried out is the procurement and development of Coal Handling Facility (CHF), Rail Loop, and Truck Loading Station (TLS) 6 and 7 listed in the SPPH 3297 document. This activity aims to review the project implementation process from the technical, logistics, and management aspects of the coal transportation and loading and unloading system. The methods used include technical literature studies, field observations, planning and implementation data analysis, and interviews with project implementers. The results of the observations show that the construction of CHF and rail loop is designed to increase the efficiency of coal transfer from the mine to the port via rail, with the support of TLS 6 and 7 as land distribution points. This infrastructure uses an automatic mechanical system for the loading-unloading process, and applies dust control and load monitoring technology. The conclusion of this activity shows that the development of CHF, rail loop, and TLS is able to significantly support the smooth running of the coal supply chain, reduce logistics costs, and increase the reliability of national energy distribution. This project is also an important learning tool for students in understanding large-scale project management based on energy and logistics.
