Abstract

The opening of the Bappenda Intersection on Jalan Tegar Beriman, Bogor Regency, serves as a traffic management alternative to distribute vehicle flow and reduce conflict points at nearby U-turns. This community service project aimed to develop a technical plan for the intersection opening, configure traffic signal phasing, and formulate traffic management and engineering recommendations. The implementation methodology involved traffic volume and composition surveys, an assessment of existing conditions, road geometric measurements, the preparation of technical drawings, and intersection performance simulations during morning, midday, and evening peak periods. Analysis results indicate that opening the intersection could potentially reduce conflicts at the U-turns located in front of the Cibinong City Center shophouses and the Bogor Regency KPU office, while also providing alternative routes for road users. However, simulations revealed the potential for significant queuing across all approaches—particularly during the evening peak—with a degree of saturation reaching 0.97 and a maximum queue length of 587.88 meters. Consequently, the intersection's operation requires appropriate traffic signal settings and traffic engineering management, alongside periodic evaluations to optimize road network performance.
